C-C-C-Cold

Usually around here when you see a lumpy white mass at the base of one of our fountains, you can pretty much bet some dumb kid threw in a bar of soap the night before, and the parks department hasn't gotten around to cleaning up the frothy white mess. But today on our walk, we came upon this frozen sight! BRRRRR...it's chilly!
